这一概念是在联合国教科文组织（UNESCO）发起的%26#8220;人与生物圈（MBA）计划%26#8221;研究过程中提出的，与%26#8220;绿色城市%26#8221;、%26#8220;健康城市%26#8221;、%26#8220;山水城市%26#8221;、%26#8220;环保模范城市%26#8221;、%26#8220;园林城市%26#8221;等概念虽有联系，但又有区别。生态城市可以理解为与生态文明时代相适应的人类社会活动新的空间组织形式，即为一定地域空间内人与自然系统和谐、持续发展的人类住区，是人类住区（城市发展）的高级阶段、高级形式。生态城市作为城市建设的一种理想模式，强调城市建设和发展要充分融合社会、文化、生态和经济等因素，通过物质、能量、信息的高效利用，实现城市生态的良性循环和人居环境的持续改善，自然、经济、社会三者之间相互制约、又互为补充，达到人与人、人与自然、自然与自然的充分和谐。
