According to the basis of clash-points formed with traffic flows on every urban junctions,the principle of phase optimization is provided and the optimal calculation by network figure is solved,which presents multi-phase orgnization for junctions in cities to oppose flows c.

Studying the traffic of the crossroad, the design adopts two fuzzy controllers: phase optimization controller optimizing the phases according to the traffic and green light delay controller alloc.

The multi-layer fuzzy controller includes three layers,the first layer is used to decide the traffic demand intensity of each approach and phase,the second layer is phase sequence optimization layer to determine the phase sequence of an inte.

Under the control of Regional economic and national political organizations,there exist global political differences from region to region within the same nation,thus relatively optimal and general regional political systems take shape.
