anqUan Xieliang安全泄量(safety diseharge)在正常运用情况下，河道能够安全通过的最大流量，亦称允许泄量。在一般情况下，安全泄量的数值与某一防洪控制点的保证水位相对应。安全泄量是河道上重要的运用指标，也是水库防洪运用中的一个重要数据。 在水库规划设计中，某一河段安全泄量的拟定，一般采取的方法是:①对于原有河道，可分析历史上这一河段已安全通过的最大洪水的防汛情况，从中确定安全泄量的数值，一般即用这次洪水的洪峰流量作为安全泄量;②对于规划河道堤防或加高堤防，应推算本河段各种流量的水面线，按照一定的堤防超高要求，确定儿个不同堤顶高程方案的安全泄量，然后对各种安全泄量方案的堤防工程量与相应的可减少其他防洪措施的工程量(如减少水库防洪库容、减少分洪流量等)进行技术经济论证，确定应采取的安全泄量。当河道过流受到洪水涨落、下游奎水顶托等因素影响较大时，则安全泄量的大小还与上下游某些特定地点的水位有关，应分析阐明其关系，确定在拟定安全泄量时应考虑的上下游的水位，较长河段堤防的安全泄量受到各种水力因素制约，各分段常不一致，应分别分析拟定，作为水库进行分级调度的依据。 在编制水库控制运用计划时，所采用的河道安全泄量必须考虑到当年的实际情况及历年水库运用的经验来确定。当河道情况有重大变化，例如施行裁弯取直、兴建各种工程、河道行洪障碍严重、冲刷或淤积情况发生等，将对安全泄量产生较大影响时，须进行分析计算，并确定由此而引起的水库特征水位改变或防洪标准的降低，及时报告上级主管部门，以便采取相应的措施。 在水库实际的防洪运用中，下泄流量应按照计划的安全泄量控制，特别是在进行防洪补偿调节时，必须对区间洪水的大小作出正确预侧，并据以调整水库的下泄量，使其与区间洪水组合后不超过安全泄量。当河道的通过能力受到顶托、淤积等影响，不能通过原计划的安全泄量时，水库调度中应尽可能考虑这一情况，使河道堤防能安全渡汛。 (谭培伦蒋光明)
