zhonghua renmin gongheguo ehengzhen tudi shiyongsh山zanxing tiaoli《中华人民共和国城镇土地使用税暂行条例》(pro-visio。日谬，lations of theR犯ple’5 Republic of Chinaonu出anlandusetax)中国征收城镇土地使用税(以下简称土地使用税)的行政法规。国务院1988年9月27日颁布，同年11月1日施行。城镇土地使用税是对在中国境内使用土地的单位和个人，以其实际占用的土地面积和规定税额征收的一种税。它的作用是促进合理利用城镇土地，调节土地级差收人，提高土地使用效率，加强土地管理。该条例的主要内容包括:①凡在城镇、工矿区范围内使用土地的单位和个人，均是纳税人。②城镇土地使用税以纳税人实际占用的土地面积(平方米)为计税依据，每平方米每年的税额大城市为0.5~ro元，中等城市为。:4~8元，小城市为0.3、6元，县城、建制镇、工矿区为0.2~4元。具体到某一地区的税额标准，由市、县人民政府制定后报省级人民政府批准执行。土地使用税应纳税额为计税依据与单位税额的乘积。③享受城镇土地使用税减免的主要是由国家财政拨款的单位(如国家机关等)、宗教寺庙等自用的土地以及农业用地、新开发的废弃地和一些公共用地蒸袋低轰曝轰秽芸猛征用之日起气琴分
