由沙伊德格（a.e. scheidegger）提出的对地表形态认识的一条基本原理。认为：确定性的、非随机性的地表趋势，是由地质构造作用决定的；非确定性的、随机性的地表变异，是由外来力作用决定的。说明地表形态的现实表现，正是一组对抗力作用的瞬间平衡。内力作用过程赋于一种系统的、非任意的性质；外力作用过程则导致出一种随机性质的效应。沙伊德格由该原理出发，设计了一种量化的方式，以确定地表形态的确定性因素与随机性因素，帮助进行有物理意义基础的统计分析。
