在通辽市南部，有一座风光秀美的草原山城，这就是号称“引得游人醉”的库仑旗。
库仑旗迄今已有三百五十多年历史。远在公元1630年左右，有一位从西藏来到内蒙古传经布法的喇嘛，名叫阿辛希利布（后号称曼殊希礼呼图克图），由法苦山来到库仑。看到此地水清山缓、林茂树密、鸟兽遍野，觉得最宜占地立业，遂于此地定居，并起名为曼殊希利库仑。“库仑”为蒙古语，意思是家园或占地领域。
库仑又素有“安代之乡”的盛名。各民族人民喜闻乐见的安代舞就是从这里发源，1958年发掘整理后，推广到全盟乃至全自治区的。因而库仑一度被命名为“文化旗”。今天，旗内有影剧院、体育场、文化馆、图书馆、说书馆，有专业文艺团体乌兰牧骑。
