1947年3月，国民党军在向山东解放区实施重点进攻的同时，为巩固其占领区，以部分正规军和地方保安团队对江苏省中部和北部地区进行“分区清剿”。坚持在苏中、苏北敌后的中国人民解放军华东野战军第11、第12纵队以少数部队就地活动，主力跳到“清剿”圈外，积极打击敌人。4月初国民党军停止“清剿”，退据点线。4月4日，第11纵队向海安、如皋以东李堡、栟茶地区国民党军发起进攻。至7日，攻占据点20余处，歼其整编第49师第79旅1个团又2个营。21日，该纵队转兵北上，攻克东台以北大中集、新丰镇等据点多处，歼第42集团军1200余人。与此同时，第12纵队在地方武装的配合下，于8日在苏北一举收复蒋坝、高良涧，随后在淮阴至沭阳间广泛出击，歼整编第44师及保安团队各一部。经过近1个月地连续作战，共歼国民党军1万余人，收复了苏中、苏北大片失地，牵制了国民党军近20个旅和10万土杂武装，有力地配合了华东野战军主力在山东战场的作战。
