《城市规划法》规定：“城市规划行政主管部门可以参加城市规划区内重要建设工程的竣工验收。”一个工程项目的竣工应当是包括室内与室外、地上与地下、建筑与环境、建筑与设备的全面竣工。验收就是对建筑工程规划许可证所规定的各项要求以及质量管理部门的质量要求进行全面的法定检查，从而保证城市规划实施和保证工程项目具有一定的质量水平，保护使用单位的合法权益。通过验收，还可以及时发现问题、解决问题，对一些不符合建设工程规划许可证要求、规划设计要求、质量管理要点的使用要求的部分则要求施工单位进行适时的弥补和修正。经过验收合格后，施工单位才能向建设单位交付使用，房地产管理部门才能给予登记核发产权证。同时，实行工程项目的竣工验收制度也是城市规划行政主管部门加强违章监督检查工作的需要和重要环节。
