在国际货物买卖中，交易双方除了自行对货物进行必要的检验外，还必须由某个机构进行检验，经检验合格后方可出境或入境。这种根据客户的委托或有关法律的规定对进出境商品进行检验、鉴定和管理的机构就是商品检验机构。
国际上的商品检验机构名称各异，有的称公正行(authentic surveyor)，宣誓衡量人(sworn measurer)、有的称实验室（laboratory）等。
检验机构类型有：
1.官方检验机构：由国家或地方政府投资，按国家有关法律、法令对出入境商品实施强制性检验、检疫和监督管理的机构。如美国食品药物管理局（fda）。
2.半官方检验机构：有一定权威、由国家政府授权、代表政府行使某项商品检验或某一方面检验管理工作的民间机构。如美国担保人实验室（ul）。
3.非官方检验机构：由私人创办、具有专业检验、坚定技术能力的公正行或检验公司。如英国埃劳氏公正行。
