keehixu nongye可持续农业(sustai几山k aghc己ture)能使各种乡村社区持续稳定地发展下去的农业。国际农业研究咨询组(CGIAR)对可持续农业的定义为:“成功地管理各种农业资源，以满足不断变化的人类需求，而同时保持或提高环境质量，保护自然资源。”联合国粮农组织(FAO)l卯1年指出:可持续农业应该“能保持和维护土地资源、水资源、动植物资源，而且不造成环境退化;同时，是一种在技术上适宜，经济上可行且有活力，以及能为社会接受的农业方式。”美国农学会的报告(19的)指出:“可持续农业是长期改善农业赖以发展的环境质量和资源基础，提供人类基本的食物和纤维需求，经济可行，而且可以改善农民和全社会生活质量的农业。”尽管对可持续农业的理解和做法存在分歧，但在强调保持稳定持续增长的农业生产率、保持资源与环境的永续利用，以满足人类不断增长和变化的需求方面，则是一致的。可持续农业的基本目标是从长远出发，追求高生产力和经济效益，同时要保护土壤、水及其他自然资源。可持续农业不像某些替代农业(如有机农业、西方的生态农业等)完全排斥农用化学品，也不片面追求低投人和完全从纯生态学角度设计生产。相反，可持续农业在追求生态持续的同时，也追求经济持续和社会持续。由于可持续农业具有现实意义和操作性强，因而很快成为世界各国发展农业的共识和追求。 由于各个国家或地区经济发展水平的差异，可持续农业的重点和内容也不相同。发达国家或地区农产品剩余，一般追求低耗持续，以保护环境和资源为重点，如美国的低投人和可持续农业计划，最终目标是以对人类和环境无害，且以持续性的方式提供丰富的食物和纤维。发展中国家或地区迫于人口、食物的压力，经济比较落后，资源过度消耗，追求低投人或维持生产现状己不现实，所以可持续农业的方向应该是高产、高效、低耗和持久同步发展，走现代集约持续之路。其首要目标是解决温饱，强调在增加投人，提高农产品生产能力和公平分配的前提下，加强资源和环境保护。 可持续农业是在第二次世界大战之后经济高速增长带来的环境、人口、资源、粮食诸多问题不断累积、强化、危及人类自身生存发展的背景下提出的，其理论依据是生态学。1988年在美国召开了首次“可持续农业系统国际会议”;1 991年联合国粮农组织(FAO)在荷兰发表了著名的《可持续农业与农村发展的登博茨宣言》，并成立了可持续农业国际联盟;1992年世界环境与发展大会(UNCED)之后，可持续农业成为各国政府农业发展的官方抉择和政府行为准则。 可持续农业的概念虽然被普遍认同，但到目前为止，可持续农业的准确定义和内涵仍未统一;相反，可持续农业的核心却随着其外延的不断扩大而被弱化。目前迫切需要解决的问题是:①可持续农业的指标体系;②可持续农业的层次分析;③可持续农业的区域模式;④可持续农业的技术体系;⑤可持续农业的运作及机制;⑥可持续农业试验区建设。 (丁贤忠成升魁)
