《商检机构实施检验的进出口商品种类表》简称《种类表》。商检机构对进出口商品实施法定检验的种类表，是《中华少、民共和国进出口商品检验法》的重要配套法规，是对外贸易管理制度中的一项重要措施，也是商检机构实施法定检验的依据之一。根据《商检法》的规定，国家商检局根据对外贸易发展的需要，制定、调整并公布《种类表》。确定《种类表》的原则，尽管在社会主义经济发展的不同阶段有所不同，但其基本内容，一是维护社会公共利益的原则，即为了维护人、动物和植物的生命或健康，保护环境，保障国家和公民的财产安全，防止欺诈行为，对涉及上述几方面的重要商品均列入《种类表》;二是确保出口商品质量的原则，即对质量不稳定、国外反映强烈的商品，为促进其质量提高.列入《种类表分。这与关贸总协定以及技术贸易壁垒协议的有关规定是基本吻合的。对重点商品实施检验管理的制度在中国已有60多年的历史，但这并非中国仅有，也非中国首创，其历史渊源可追溯到17世纪的法国，它是伴随国际贸易的产生而产生，并伴随国际贸易的发展而被世界各国所普遍采用的。许多国家都以立法形式确定它的地位，只是叫法上有所不同，而且不同经济发展时期，这种管理职能表现的作用和形式也不同。从本质上讲，实施《种类表》管理是一种国家行为，是国家意志的具体体现.是强制性的。中国自1949年以来，国家商检部门根据对外贸易发展的需要，多次调整《种类表》，为提高中国产品在国际市场上的竞争能力，为保证质量、维护国家信誉，为保障社会安全卫生、防止欺诈行为、维护消费者利益.发挥了极为重要的作用。现行《种类表》是1 990年12月1日由国家商检局发布，1991年1月1日起施行的。表内商品在分类上首次采用了国际卜正在推广使用的《商品名称及编码协调制度》(H.S)，其中，进口商品部分共17类303种，出口商品部分共17类589种，合计892种。《商检法》及其《实施条例》规定，列入《种类表》的进出口商品，必须经过商检机构或者国家商检部门、商检机构指定的检验机构检验列入表内的进口商品未经检验的，不准销售、使用;出口商品未经检验合格的.不准出口。列入表内的商品进出口时，对外贸易关系人必须按商检机构规定的地点和要求办理报验。违反上述规定的，直接责任人将承担相应的法律责任。列入《种类表》的进出口商品，凡属礼品、样品、非销售展品及其他非贸易物品，除国家另有规定或合同规定由商检机构检验出证外，一般免予法定检验。
