承包人要求发包人作好施工前的准备工作的权利：施工前的准备工作是整个工程建设过程的重要组成部分，是保证工程建设按期开工和保证工程质量的一个重要环节。发包人应当按照合同的约定作好施工前的准备工作，包括：于施工前办妥正式工程和临时设施范围内的土地租用、征用申请施工许可证，爆破及临时铁道专用线接岔许可证；确定建筑物（或构筑物）、道路、线路、上下水道的定位标桩、水准点和坐标控制点；开工前，接通施工现场水源，电源和运输道路，并按约定清除施工现场的障碍物；组织有关单位对施工图等技术资料进行审定，并按约定的时间和份数提供给承包人。合同中约定由发包人提供材料和设备的，发包人应按照约定的范围和时间向承包人提供材料和设备。根据《合同法》第283条规定，发包人未按照约定时间和要求提供原材料、设备、场地、资金、技术资料的，承包人可以顺延工程日期。并有权要求赔偿停工、窝工等损失。----------出自《合同法》第283条
