aps95突击步枪是克罗地亚的rh-alan公司为在1990年代中期研制的，目的是生产一种新的突击步枪，以取代克罗地亚军队中使用的原南斯拉夫m70突击步枪。克罗地亚军队在1995年采购了一小批aps95，但由于财政困难，最终没有全面装备。至于那一小部分aps95仍在使用，在1995年的冲突中能看到它的身影。
据说aps95是获得以色列的许可，在伽利尔突击步枪的基础上进行改进而成的，另一种资料说是南非维克托公司的r-4步枪，不过r-4也是伽利尔的仿制品。aps95与伽利尔最大的区别在于伽利尔采用的是铣削机匣，而aps95却采用冲压机匣，而且增加了一个与机匣盖连成一体的提把兼1.5倍光学瞄准镜，而护木与握把形状也重新设计，因此在外形上与伽利尔有非常明显的区别。
aps95的导气系统、枪机和发射机构与伽利尔分别不大，导气孔可以关闭以发射枪榴弹，金属骨架形枪托向右侧折叠。1.5倍瞄准镜的分划是一个圆环和一个小点，有效瞄准距离为400米，另外备有后备的机械瞄具。
