Based on the theory of software factors analysis, selecting social network,intangible resources, and flexible specialization, adopting the means of case demonstration,this paper discusses the key software factors which enhancing the SMEs spin-offs within the Zhejiang agglomeration economies.

The results of research show: the factors of soft segmentation of A and H share market are mainly corporation scale,share liquidity,and expected compensation of circulating A shareholder,etc.

The paper has a discussion on the appropriateness,feasibility and effectiveness of putting the wastedump of the underground mine in the surface dip offset zone,makes an analysis on soft and hard factors of hidden dangers during waste rock dumping and introduces corresponding safety measures.
