f inye ke ehixu fazhan林业可持续发展(sustainable development Of forest巧)根据采伐量或消耗量小于生长量的原则组织林业生产，合理开发利用森林资源，既能提供大量木材及其他林、副产品以满足当代社会的需要，又能维持林地的持续生产力。资源的开发利用不超过支持发展的森林生态系统的负荷能力，以满足后代的需要，获得良好的经济、生态和社会效益。 可持续发展的思想由来已久，但作为科学术语明确提出始于1980年的世界资源保护大纲，其目的是把资源的保护与社会经济发展很好地协调起来。1991年在“保护地球”的文件中将可持续发展定义为“改善人类的生活质量，同时不要超过支持发展的生态系统的负荷能力”。1992年在联合国环境与发展大会上，则首次将可持续发展的思想由专家理论变成指导政府行动的指针。 保护与合理利用森林资源，实现林业可持续发展具有紧迫性。这是由于林业生产有如下显著特点:①森林资源是可更新资源。当利用速度超过“容许阂限”时，就会出现不可逆转的破坏作用。②林业生产具有时间外延性。生产周期长，跨度往往超过当代受益者;同时也具有见效慢的特点，森林破坏容易，恢复难。③林业生产具有空间地域性。森林仅分布在一定地域，经常会由于采伐或更新，给森林资源带来多种干扰。 1995年林业部在《中国21世纪议程林业行动计划》中对中国林业可持续发展进行了系统阐述。中国林业可持续发展的总体目标是:到21世纪初，为建立比较完备的林业生态体系和比较发达的林业产业体系奠定基础。重点区域生态环境有明显改善，林业综合经济实力和自我发展能力显著增强;初步建立适应社会主义市场经济发展的林业管理体系和社会化服务体系。到2《XX)年全国森林覆盖率达到巧%~16%，活立木蓄积量126.60亿立方米。林业产业总产值3以0亿元;20ro年全国森林覆盖率为17%，活立木蓄积量139.6亿立方米，林业产业总产值10559.4亿元，并且木材及主要林产品供需达到基本平衡。(李飞)
