  在中国,为了有计划地培养国家需要的各种专门人才,专业设置要考虑以下几个主要方面:①根据国民经济计划所需要的专门人才的规格与数量,确定专业设置计划。②专业应有宽厚的基础,划分不宜过细,范围不宜过窄,以适应较大范围的职业分工或便于从一个职业部门转移到相近的职业部门。③专业要反映科学技术和现代化生产发展的趋势,对于一些新兴的尖端学科、边缘学科以及现代化的生产知识和技术,尽可能及时设置适当专业,或更新专业的教学内容。④有些专业是面向全国或地区的,更多的专业是面向一个地方的,这就要从全局出发,统筹安排,合理布局,以避免出现不必要的重复、密集或稀缺、空白的状况。
  
  中国高等学校分文、理、工、农、林、医药、师范、财经、政法、体育、艺术等科;中等专业学校大致类似高等学校。依据国家的需要和学校的条件,在每科之下设置若干专业。随着经济基础和上层建筑各部门结构的变化,以及科学技术的发展,专业要及时地、适当地进行调整。调整专业,要进行必要的人才预测,以调查研究为依据。
  
  设置专业要确定专业培养目标,在德智体全面发展、又红又专的统一要求下,各种专业有不同的培养目标。同一名称的专业,设置于不同类型的高等学校,培养目标也可各有侧重。专业的培养目标、范围、深度、重点要全面地体现在专业的教学计划中。专业的教学计划反映国家对于某一种专门人才要求的基本规格,是指导高等学校一定专业进行教育和教学工作的基本文件。
