位于江苏省北部,处于陇海、津浦铁路干线交点,京杭运河流经矿区，交通发达，煤炭储量较丰，品种较全，是年产原煤千万吨以上的大型煤矿区，也是中国重点煤炭基地之一。已有 100多年开采历史。1949年以前仅有两处矿井，最高年产量50万吨。1953～1958年大规模建设新矿井，1958年原煤产量达到345万吨,60年代和70年代又相继建成10处矿井，设计能力426万吨,同时对有条件的矿井进行改造扩建,使煤炭产量大幅度地提高。1977年原煤产量突破1000万吨，1978～1981年平均每年产煤达1232万吨。1981年这个局拥有矿井16处，核定生产能力年1040万吨，洗煤厂4座，年入洗原煤近400万吨，拥有综采设备19套,综采队12个,采煤机械化程度达44.9％，其中，综采机械化程度达39.2％。
