| 进口限额 import quota 对进口商品设置的一种数量限制 。 通常由输入国单方或通过与输出国事先磋商后宣布，限定某类或某些品种的商品在规定期限内允许进口的最高数量或金额。 进口限额同保护性关税性质不同，但作用相似。进口限额比保护性关税实施更为简便、限制进口的效果也更易确定。 在国内市场对某种商品进口需求增长从而引起国内价格相对于国际市场价格剧涨时，高关税有时不能完全制止进口增加，而限额能够做到。进口限额使垄断集团得以把被限制商品的国内市场价格提高到国际市场水平以上，而不用担心进口增加带来竞争。关税及贸易总协定虽规定缔约国不得设立和维持限额，但各国并未遵守。西方主要资本主义国家政府在国内垄断资本集团的压力下，正对越来越多的商品实施进口数量限制。 限制的方式有：①全球限额、国别地区限额和分派限额。全球限额只规定一定时期内某类或某种商品允许进口的总数量或总金额，所有国家的进口都受这个数量的限制。国别地区限额是有针对性地限制一定时期内从某个地区或某些国家进口某类或某种商品的数量或金额，由于这是专对某些来源国或地区的，故又称选择性限额 ， 有时也称为歧视性限制。如果并非专对某些国家或地区，而对所有来源国或地区都分别确定一个不同的具体限额，则称为分派限额。②关税限额。这是指在一定进口额度内给以减、免关税待遇，超过额度即恢复征收正常关税或更高的关税。③季节性限额和混合限额。季节性限额即进口月历，通常用于农产品。当国内丰收或正值收获季节，便限额进口；当国内歉收或正值生产淡季，便放宽或取消进口限额。在这种情况下的进口称为有条件进口。混合限额实际上是混合使用国产原料的规定。例如，规定面粉工业、制糖工业中必须使用一定数量的本国小麦和甜菜，然后根据年产量的比例确定允许进口外国原料的限额。 |
