| 集会自由 assembly，freedom of 一国公民所享有由宪法赋予的聚集在一起讨论、研究问题，开展某种活动或表达意愿的自由。公民的基本权利之一。集会一般分为室内集会与室外集会，政治集会与非政治集会，私人集会与公共集会。群众性的室外集会，有时表现为游行、示威、请愿等形式。1689年英国的《权利法案》最早规定了集会自由 。现代资产阶级国家的宪法大多规定了集会自由，并对集会自由作了一定限制。有的国家要求集会前须向警察机关报告或取得许可 ；有的国家不要求集会前须获得许可，只对违法的集会才施以惩罚。中国1989年通过的《集会游行示威法》规定，举行集会必须依照法律规定向主管机关提出申请并获得许可。公民在行使集会权利时，必须遵守宪法和法律 ，不得反对宪法所确定的基本原则 ，不得损害国家的、社会的、集体的利益和其他公民的合法的自由和权利。
