Pondering over the phenomenon of Zhouzhuang,two kinds of incentive factors,the material incentive factors and the immaterial incentive factors,were brought forward to stimulate the participation of the community residents for actualizing the sustainable development strategy of tourism,which application and acting mechanism were analyzed.

Based on paying attention to the hygiene factors, making full use of the motivation factors to arouse the enthusiasm of the staff members is the only way for university library to exist and develop.
