An Investigation of the Disadvantaged Group Issues and the Corresponding Legal Strategy——A Case Study of the Urban Garbage-pickers;

The young and middle-aged peasants come into city as the main force of city gleans and collects scraps people are the disadvantageous power,bordering into vulnerable group of society all over the body,they are the result of urban garbage ability which is stagnant in being accompanying Chinese modernized course.

Through definition of city garbage pickers and cause analysis,the positive contribution and negative impact of city garbage pickers on Beijing are analyzed objectively,and the countermeasures and measures which are suitable to management of garbage pickers in Beijing are proposed.
