管理、使用陆军船艇及其技术保障的专业工作。目的是保障陆军遂行水上交通、运输、侦察、巡逻等任务。其主要内容是：组织船艇的补充、调整和计划使用，制定船艇勤务条例和标准制度，负责业务技术管理，实施船艇的保养、修理和器材供应，组织业务管理和专业技术人员的训练,编制发展规划,研制新型陆军船艇等。中国人民解放军在土地革命战争和抗日战争时期，没有设立固定的船艇勤务机构,利用船只输送人员和物资时,临时指派人员进行管理。解放战争后期，为适应渡江、渡海和水网地区作战的需要,第三野战军设立了船管处,一些军、师机关建立了船管委员会或船管科，组建了船运大队和抢修分队，初步形成了陆军船艇勤务。社会主义建设时期，中国人民解放军总后勤部和装备有船艇的军区、部队陆续建立了陆军船艇勤务部门，以及相应的修理和训练机构，统一和完善了规章制度。陆军船艇勤务按照平战结合、因地制宜、统一领导、分级管理的原则，由各级陆军船艇勤务部门和部队、分队具体组织实施。有关陆军船艇基地的部署、船艇的动用以及征用民间船艇等工作，由各级司令部门和后勤部门共同负责。
