上头号技术大国，也是技术净输出国。日本、西欧等国守护技术发展水平也居世界前列。广大发展中国家的技术水平甚低，同发达国家的技术差距很大，而且有逐渐扩大的趋势，这在很大程度上是由于历史因素造成的。争取缩小发达国家同发展中国家在技术上的差距，是当前南北关系中一个重要问题。 技术差距的存在可以用来解释国际贸易的发生和发展的。美国经济学家M.波士纳1961年在《国际贸易和技术变化》一文中首先提出。这一理论认为:工业先进国家拥有大量必要的技能、知识，能率先发明新产品;新产品首先在国内销售，然后打入国际市场。由于先进工业国与其他国家之间存在着技术差距，其他国家仿制新产品需要一段时间，因而先进工业国能在一段时间内垄断这些新技术、新产品，出口这些新产品，在国际贸易中获得绝对利益。但是，很少国家能长期垄断制造某些产品所必需的知识，技术发明和革新在不长时间内就会被模仿利用，生产新产品的技术变成普遍知识。工业先进国转而从事新的发明。技术差距指各国在技术水平上的差别程度有广狭两义:广义包括科学水平、经营管理、劳动生产率等方面的差距;狭义仅指科学技术的差距。技术差距的存在是产生国际技术转让的基础造成技术差距的原因既有社会历史发展的因素，也有一国在科学技术、教育、投资等发展战略和政策方面的因素_目前美国是世界
