The problems on the market compensation mechanism for closing small thermal power plants and the transaction of transprovincial or interregional out-going power are studied,the solutions to implement the policy of energy conservation and emission reduction by Shaanxi Electric Power Company are proposed.
对小火电退出的市场补偿机制、跨省跨区外送电交易等问题进行了研究,提出了陕西省电力公司落实国家节能减排政策的思路,通过采用政府宏观调控(计划调控、行政手段)与市场机制(年度差别电量计划、关停小火电补偿发电量指标交易、"以大代小"的发电权交易、跨省跨区外送电交易等)相结合的方法,探索出了一条电力节能减排的新路子。
