In this paper the author researches the periodicity and statistical characteristics produced by linear congruence and combined generator through numerical value tests, and puts forward a random numeral generator with a long periodicity, a good independence and homogeneity.

This paper introduces basic conception and numerical characteristics of cloud model,analyzes normal cloud model and cloud generator,illustrates the application of cloud model in enterprise quality cost prediction,and lists a concrete example to prove that the implantation of this method can offer powerful support to improve enterprise quality and lower cost and risk.
