社会保险基金为保障社会成员在丧失劳动能力或失去工作机会时的基本生活需要，采取在国家法律保证下，在社会范围内向就业者所在单位及个人征缴保险费和政府财政拨款的形式集中起来、由专门机构掌管、专款专用的经费。其中有养老保险基金、失业保险基金、医疗保险基金、工伤保险基金等。这些基金，大部分国家是分开设置，也有少部分国家是合并设置、分开使用。养老保险基金是社会保险基金数额庞大、支付时间最长的一项基金，在整个社会保险制度中占有重要的地位。 建立社会保险基金具有重要意义。①社会保险基金是根据“大数法则”和“平均法则”在社会范围内筹集形成的，它将发生于少数人和少数单位的风险，转由多数人和多数单位共同分担，能够实现风险共担、互助互济。②社会保险基金除按规定用于各项社会保险待遇开支外，还可以积极而稳妥地发挥积累资金的效益，如储蓄生息、购买国家和企业债券，委托银行贷款或投资等，实现基金的保值增值。③社会保险基金可以作为政府进行宏观经济调控的手段。当国民经济繁荣时，社会保险基金来源充裕，积累增加，社会有效需求减少，可抑制经济的过快增长;当经济衰退时，社会保险基金支出增加，积累减少，社会有效需求增加，可促进经济的回升。 社会保险基金的筹集方式有多种，不同的社会保险项目有不同的筹集方法，但共同点是用人单位负担占大部分，国家补贴和个人缴费(主要是养老、疾病)也占一部分。社会保险基金的筹集及使用分3种类型:完全积累型;部分积累型;现收现付型。 完全积累型以远期纵向收付平衡原则为指导的社会保险基金筹集方式，即首先对人口、物价、社会经济发展等指标进行较长期的宏观预测，然后在此基础上预计社会保险成员在享受待遇期间所需开支的保险基金总量，并将其按一定比例分摊到被保险人整个就业期间或投保期间。其特点是:先提后用。这种方式的优点是能积累大量资金，体现了社会保险储备积累职能，使被保险人的生活有稳定的经济保证。缺点是在通货膨胀的条件下难以保值，而且它需要对基金开支进行长期测算和科学管理，涉及的因素多，在实施上有难度。此外，对于已建立社会保险制度的国家如果转为这种办法，用人单位既要支付已享受待遇的雇员的费用，又要为还未享受待遇的雇员缴纳费用，在经济上难以承受。而且积累量过大挤占国家财政，也难以为金融市场所接受，造成社会资源的浪费。因此，迄今世界上尚没有采取单一的完全积累型的先例。 部分积累型是将完全积累型和现收现付型两种方式相结合，在社会保险基金的形成上，一部分采取现收现付式，保证当前开支需要;另一部分采取预筹积累式，满足将来开支需求的不断增长。因此又可称之为混合式的基金筹集。
