中国冶金建筑和冶金环境保护科学研究领域的骨干单位，设在北京，1955年创办。在冶金建筑方面设有建筑材料、地基基础、钢筋混凝土结构、钢结构、工程抗震、建筑施工、建筑机械、焊接技术、计算机应用技术等研究室。在冶金环境保护方面设有冶金环境保护研究所，下设环境保护监测、环境评价、冶金废水治理、工业烟气治理、冶金渣利用等研究室。配合科研工作，还设有工程结构物理化学、建筑材料、焊接等20多个试验室。试验研究设备齐全。建院以来到1982年共取得近600项科学技术研究成果，其中三分之二已应用于冶金工业生产建设，5项被国家批准为发明项目,38项获得全国科学大会奖。中国金属学会冶金建筑学术委员会和冶金环境保护学术委员会、中国环境科学学会环保工程学会、冶金工业部的环保监测中心都设在该院。冶金工业部科技刊物《冶金建筑》和《环境工程》编辑部，也设在该院。
