国防技能教育的目的是提高公民的身体素质和国防技术素质。通过群众体育、国防体育、军事训练、战备演练等活动，使全体公民具有强壮的身体、敏捷的应变能力、较强的适应能力，以满足在保卫祖国斗争中适应艰苦环境的需要。通过各种国防技能的教育训练，使公民掌握现代战争条件下保卫祖国的基本技能，以适应战时部队动员扩编和开展地方武装斗争的需要。
军事训练。军事训练主要在现役部队，民兵、预备役部队和大中学生中开展。现役部队要按照军事训练大纲，根据任务区分实施训练。民兵和预备役部队要按照不同的种类和要求，开展各种训练，重点掌握各种武器装备的性能和操作、基本战术、技术以及队列和作风养成训练等，达到召之即来，来之能战，战之能胜的目的。大中学生在校期间安排一定时间的军事训练，学习体验人民军队的优良传统和作风，掌握基本的军事技能，锤炼国防精神，磨练意志，为履行兵役义务和国防义务打下坚实的基础。在进行军事训练时，可以在适当时机和地点，组织人民群众参观，使人民群众在国防实践活动中受到教育和感染。
战备演练。战备演练，包括军队演习、预备役部队演练、部队野营拉练、城市人民防空演练、“三防”演练等。在演练中，动员人民群众参加，使他们接受综合性的国防实践教育，体验临战气氛，加深对现代战争规律与特点的了解，从而明确自己的责任和义务，增强国防观念，提高本领。
