①污染物生产者进行厂内净化与处理，如安装除尘、脱硫、废水处理设备等净化装置。中国对于废水中有毒、难降解和重金属污染物一般都要求在厂内或车间内处理。②由社会组织污染物集中处理，如建立集中的污水处理厂及有毒废物处理站等，费用由污染勿生产者支付。③工业废渣填埋场、垃圾堆埋场、放射性废物库等要求安全的地方进行贮存及处置。④通过工艺和技术改造，把污染物消灭在生产过程中，少排甚至不排放污染物，如实现清洁生产，这是目前最受重视的长远的战略性措施。《巾国21世纪议程—中国21世纪人口、环境与发展白皮书》中将推广清洁技术和清洁生产列为国家可持续发展的优先领域和优先项目，其目标是科学规划和组织协调不同生产部门的生产布局和工艺流程，优化生产者环节，由单纯的尾端污染控制转向生产全过程的污染控制，交叉刊用可再生资源和能源，减少单位经济产出的废物排放量，达到提高能源和资源使用效率，防治环境污染的目的。如在能源领域，将推广少污染的煤炭开采技术和清洁煤技术作为未来煤炭能源发展战略之一。⑤通过征收排污费、环境税、资源有偿使用费用等，进行外部补偿，间接地使环境外部费用内部化。环境外部费用内部化污染物排放者将未经处理或虽经处理但未达到环境要求的废水、废气、废渣排放到环境中，给社会造成直接或间接的损失，以及由污染物排放者支付，将排放的废物进行处理与净化，恢复受损害的环境，从而减少或消除外部不经济性的行动。世界各国的环境保护政策和法规都在努力促使环境外部费用内部化。西方国家强调运用价格机制和税收、信贷、罚款、赔偿等经济手段，促使污染物排放者进行污染治理或社会补偿，从而将环境外部费用转化为生产者的生产成本，即外部费用内部化。中国执行的“预防为主”、“谁污染谁治理”、“强化环境管理”等政策，也基于促使环境外部费用的内部化。 《中华人民共和国环境保护法》规定:“产生环境污染和其他公害的单位，必须把环境保护工作纳入计划，建立环境保护责任制度;采取有效措施，防治在生产建设或其他活动中产生的废气、废水、废渣、粉尘、恶臭气体、放射性物质以及噪声、振动、电磁波辐射等对环境的污染和危害”。环境外部费用内部化的主要途径:
