根据视觉工作的需要规定的各类环境中必需的照度标准，是建筑照明设计和照明维护管理的依据。合理制定照明标准对提高劳动生产率、改善劳动卫生条件和保证安全生产起很大作用。许多技术先进的国家均制定照明标准，如联邦德国的DIN5034，日本的JISZ9110,苏联的СНИ∏II-4-79等。中国于1979年制定《工业企业照明设计标准》(TJ34-79)。
国际照明委员会在《描述照明参量对视功能影响的分析模型》报告中提出了根据视觉效能确定照明标准的统一方法。视觉效能与识别对象的尺寸、识别对象与背景的亮度对比、识别对象本身的亮度等有关。由于亮度的现场测量和计算都较复杂，因此照明标准中规定了工作面上识别对象所需的最低照度值，即照度标准值。当识别对象尺寸较小时，识别对象与背景的亮度对比度对视觉效能影响较大，为此照明标准中又规定按亮度对比度大小取不同照度标准值；当识别对象尺寸较大时，亮度对比度的影响较小，因此在照明标准中未作规定。
