墨西哥总统办公室宣布，墨西哥不久前在日本马关举行的国际捕鲸委员会年会上签署了有关建立鲸鱼保护区的协议。日前墨当局已颁布了配套法案，从而使39种在墨西哥海域繁衍生息的鲸鱼受到法律保护。
