科技先导型企业以科技为先导，依靠科技进步而发展的企业。创建科技先导型企业的核心是推进企业的产品开发、技术开发和人才开发，具有高投入、高风险、高附加值和高效益等特点。 科技先导型企业初建立时，具有从先进的研究部门实施高度的技术转让的特征，企业有自己明确的产品。相对于一般新建企业，科技先导型企业的初期资本投入更大。企业在初建时就注重市场导向和实践，注重管理导向。科技先导型企业注重实施企业战略演变，这包括战略产品和商业的聚焦。企业不能限定在一个不变的产品上，而要围绕一个商业中心和一个产品系列组织自己的产品。科技先导型企业一开始就主张市场导向.随着企业的发展，这种导向性不是淡化而是被进一步加强。 科技先导型企业资产的构成类型有:①企业全部投资由主办单位提供，包括资金、场地、人员、有关科技成果。②向有关企事业单位借款来开办企业。③多种方式集资来办企业。④个人集资办企业。企业初创时期，由各企事业单位提供自有资金是科技先导型企业资金的主要来源。企业在发展过程中，为保证其独立性，注意积极归还借款、贷款，靠自身积累和职工个人集资.成为企业筹资的主要形式。 科技先导型企业有不同于一般企业的政策环境，国家给予企业税收、金融等方面的优惠扶植政策，对科技先导型企业有特定的考核和管理要求，如考核企业的研究开发投入、技术收入、监督国家扶持基金的使用等。由于科技先导型企业的产品为高技术产品，具有研究开发费用高、技术难度大的特点，因此合理选择技术创新策略、开展合作研究是企业的主要手段。由于高技术产品更新速度快、周期短，因此对企业经营者的素质有更高的要求。他们应是采用新技术的热心者、捕捉信息的能手，应是市场应变能力强、善于与高技术研究开发者合作共事的人，是一批具有风险意识和开创精神的人，是科技型与经营型的双重人才。科技先导型企业是以科技为先导，以高技术产品为支柱的新型企业，具有强大的生命力和远大的发展前景，同时其发展又以高投资、高风险为特征，必然在市场竞争的优胜劣汰中求得生存与发展。
