可行而进行的全面分析论证。在中国，它是铁路建设前期工作的重要内容，是实现项目投资决策科学化的重要基础工作。其任务是在长期计划指导下，在规划研究基础上进行多方案技术经济比较和选择，为投资项目决策提供可靠的依据。所有的铁路大中型项目都要进行可行性研究。国铁独资、国家与地方合资的项目可行性研究任务，一般由铁道部根据国家下达的前期工作计划(探讨性项目)和全国铁路中长期计划的要求，在年度勘测设计计划中下达给有设计资格的勘测设计单位承担。有时合资项目也可由地方政府委托有设计资格的勘测设计单位承担，并签订勘测设计合同。地方铁路、专用铁路的项目可行性研究任务，由地方政府、有关厂矿根据地方政策、厂矿对铁路运输的需求，委托给有设计资格的勘测设计单位承担并签订勘测设计合同。承担单位按规定的内容，客观公正地进行调查研究完成可行性研究报告。单位行政领导和技术负责人对工作成果的可靠性、准确性承担责任。在可行性研究报告编制过程中，如对重大方案有不同意见，除由承担单位行政领导和技术负责人做出决择，提出推荐意见纳入报告外，还应将不同意见一并上报，供审查时研究。 铁路建设项目可行性研究报告编制的内容，根据项目的性质略有不同。新建铁路的可行性研究报告，一般包括以下主要内容:①铁路修建的意义，包括项目对发展国民经济的作用，在铁路网中的地位、作用以及对发展地方经济的意义。②铁路经过地区的概况、自然特征及吸引范围内社会经济特征。③运输需求预测。①相邻铁路的主要技术条件。⑤线路方案及推荐意见。⑥主要技术条件，包括线路等级、正线数目、限制坡度、最小曲线半径、牵引种类、到发线有效长度、闭塞类型等比选意见，车站分布原则及近远期输送能力。⑦外部协作条件。⑧环境影响及保护措施。⑨主要工程数量、施工组织安排、建设年限、投资估算。⑩经济评价。@结论意见及有待进一步解决的问题。可行性研究报告应附项目的地理位置图、线路平剖面缩图。营业铁路改造项目(包括扩能技术改造、增建第二线、电气化技术改造、枢纽等)的可行性研究报告，除增加既有线路设备情况调查及存在问题、改扩建项目比选外，其他内容与新建铁路项目基本相同。枢纽还应附枢纽总布置图。可行性研究报告完成后，国铁独资、合资项目，由铁道部组织审查结论可行的，由铁道部编制或铁道部与合资方共同编制项目建议书报国家批准后，再编制可行性研究报告报国家批准。地方铁路或专用铁路则由地方政府或厂矿企业自行编制项目建议书和可行性研究报告，报国家审批。国家审批前先由铁道部提出意见报国家计划委员会。铁路建设项目可行性研究对铁路建设顶目在国民经济发展中的作甩、}门防侄义，以及在技术、经济、工程上是否合理、
