保障措施协议(Agreement on Safeguards)。
由14个条款、1个附件组成，涉及总则、条件、严重伤害或受到威胁的确定、保障措施的实施、对发展中国家成员方的特殊待遇、磋商与争端解决等内容。该协议明确地规定了实施保障措施的条件和规则：实施保障措施的基本条件是某种产品的进口大量增加，并对进口方境内生产此种产品或直接竞争产品的产业造成严重或构成严重损害的威胁。在实施保障措施前，成员方必须首先按照公布的法定程序进行公开调查；实施保障措施必须无歧视、无选择、不问产品来源地等。该协议进一步明确了发展中国家在适用保障措施方面的特别待遇，如发展中国家针对进口产品的保障措施的实施期可延展2年，即最长可达10年等。该协议还确定了保障措施多边监督机制，明确了有关保障措施的争端解决办法，并设立一个对所有成员方开放的保障措施委员会来负责监督该协议的实施。
