nongCUn Shengyu Joodongji农村剩余劳动j7(su咧us labou:in eount哪ide)在一定的物质技术水平下，农村中可能提供的劳动与生产一定的使用价值(完成一定的作业量)所需要的劳动力之间的正值差额。在经济发展过程中，农业就业人口占社会就业总人口的比重会呈现出不断下降的趋势，如果农村劳动力得不到及时转移，就会产生农村剩余劳动力。农村剩余劳动力的大量存在是发展中国家的普遍现象。一般农业劳动力向其他产业部门的转移有两种不同的模式:①递进型转移模式。即在经济发展的早期阶段，主要为第二产业部门吸收，只是在工业化后期，才有越来越多的农业劳动力流向第三产业。这种转移在时间上表现为明显的阶段性。②跳跃型转移模式。早在经济发展初期，农业劳动力就开始较多地流人第三产业。当前中国农村存在巨大的剩余劳动力，其出路主要有以下几个方面:①开展大规模的农田水利基本建设、改造中低产田，进行国土整治工作，为农业的持续稳定发展创造前提;②大力发展第三产业，拓宽劳动力就业门路;③大力扶持和发展乡镇企业;④大力发展劳动密集型产业部门。
