As the reservoir level often cannot reach the normal stage during operation over the past years,a computation method of flood loss and utilizable benefit is proposed,and a rational limit water level is given,based on the compareison between the additional flood loss and the marginal benefits.

According to output benefit coefficient,consumption and return coefficient,population and substitution coefficient and intensive cultivation coefficient,quantitative analysis of cultivated land utilization benefit from 1996 to 2005 was carried out.

It analyzes on the cultivated land quantitatively on the basis of equation of cultivated land output benefit coefficient, cultivated land consumption and reciprocate, and cultivated land pollution and substitute coefficient, cultivated land utilization benefit.

Under the Plantation Occupancy-Compensation Balance Policy,the total yield capacity of plantation in Jiangsu province is descending due to the gradually consumed plantation resources during urbanization,so the major measure to guarantee provisionment is to increase plantation utilization efficiency.

The principle of meaning autonomy is revealed in three ways as far as the system of time effectiveness of proceedings is concerned,namely,1) the time effectiveness of proceedings cannot be eliminated or lengthened but can be shortened;2) the court should not lengthen the time effectiveness of proceedings by itself;3) the time effectiveness interest of finished proceedings can be abandoned.
