| 调拨 allocate and transfer 国家进行物资分配的一种形式，也指商业批发企业之间，批发企业与零售企业之间有计划的商品分配。在中国物资管理中，对关系国计民生的重要工业品和生产资料，不是通过市场交换，而是按国家计划的统一调拨令，在国有企业间进行分配和组织流通。对关系国计民生的重要产品，如燃料、主要原材料、重要设备的生产和销售，实行指令性计划，由国家统一管理，严格执行分配调拨计划，企业不得任意动用和截留国家统一分配的资源。这样便于把国家的物资集中统筹安排，保证重点建设项目，地区调剂，支援经济落后地区及国防战备。但若计划调拨的面过宽，对物资管理过死，也会束缚地方、企业的积极性。商业批发企业之间，批发企业与零售企业之间有计划的商品分配一般由供需双方分别提出供货 、要货计划 ，经供应会议衔接平衡 ，主管部门批准后，再签订协议或合同，共同执行。商品调拨要贯彻“统筹兼顾、适当安排 ”的方针 。地区间的商品调拨 ，可以在地区间互通有无 ，调剂余缺 ；商业系统之间、企业之间的商品调拨，可使货源合理流动、平衡商品产销，保证市场供应，加强城乡经济联系，巩固工农联盟、促进商品生产发展。 |
