    政府的职能与企业的职能分开。政企分开表明正确划分国家各级政权机构和经济组织的各自的权限,正确处理国家和企业的关系。
   政府和企业是两类具有不同性质、任务、职能但又相互紧密联系的组织系统。政府是国家政权机构的具体形式,它的主要任务是治理国家,发挥国家机器的经济管理职能,通过一定的方式制约和影响整个社会的经济活动;企业是经济组织,它的主要任务是组织经济活动,并拥有必要的经营管理自主权,建立独立的生产系统和经营管理系统,将职工的经济利益同企业的经济成果挂钩,使责权利三者结合起来。因此,政府不宜于直接经营企业,企业要执行国家的法令、方针和政策,但不具备管理国家的职能。实行政企分开,可以减少政府对企业的控制和干预,扩大企业经营管理的自主权,使企业成为自主经营、自负盈亏、自我约束、自我发展的商品生产者和经营者。
