The paper proposed that rational intelligent investing risk evaluation is the key for talents returning and eco-environment improvement based on the Todaro Migration Model, investments and profits analyzing, in view of the poor eco-environment, the low capable left and the high capable migrate to the east.

In brief,we should learn lessons from Todaro migration model,canceling household registration system and separation of dual labor market,building unified labor market allowing rural surplus labors to migrate to urban area,decreasing labor migration cost,and advancing urbanizing process in China.

This article utilizes the Todaro Mode to analyze the rural population mobile intrinsic mechanism,make theoretical and demonstrational analysis on farmer city working behavior choice,discuss the reason of population flowing in China,explain current "labour shortage" phenomenon,and propose the solution.
