一般地说，森林赤字的大小反映一个国家、地区和经营单位森林经营水平低的程度，森林赤字越大说明经营水平越低。产生森林赤字的原因往往是忽视森林资源的培育和保护工作，重采轻造，重造轻管，形成以木材生产为中心，经营粗放，采育失调。但是，个别经营单位由于成熟林、过熟林比重大，林龄结构不合理，出现暂时的赤字的情况也是有的。1978年以来，中国林业形势明显好转,资源的培育得到加强,森林资源增长量逐步上升,使森林资源的增长和消耗逐步趋向平衡。1984年9月20日第六届全国人民代表大会常务委员会第七次会议通过的《森林法》，要求林业建设实行以营林为基础的方针，根据消耗量低于生长量的原则严格控制用材林采伐量。林业生产逐步由粗放经营转向集约经营，并合理利用森林资源，减少森林损失，是消灭森林赤字的重要保证。
