Using the methods of combining theory and practice,combining qualitative and quantitative analysis,combining comparison with demonstration,on the basis of introducing market mechanism,the technology extension model of afforestation projects in Yunnan including risk control system,implementation system and evaluation criterion system was constructed.

This paper summarizes repayment of the world bank loan of the state afforestation project in Fujian province,analyses the problems and gives out the countermeasure to carry on the repayment.

A scientific management system of construction of commercial forest base,including institution,seedling,techniques,quality,finance and information etc,was acquired by inplementing the forestation project granted load by the World Bank.

Prescription was made on demand of afforestation program quality management, information system structure, database structure and optimal language tool for program composition.
