Based on the work of GLUP of some regions in China, which the author have takenpart in, the main contents of guarantee system are brought out, which include land use zonation, land use controlled measures,land rearrangement and reclaimation, wasteland development, improving low productive land.
作为土地利用总体规划重要一环的实施保证体系常常不被重视,笔者在参与众多地区的土地利用总体规划基础上,认为土地利用总体规划实施保障体系包括土地利用分区和分区管制措施、土地整理复垦、荒地开发与中低产田改造等内容。

田因，原名田中全，四川崇州人。中共党员。1956年毕业于兰州大学中文系。历任湖北人民出版社文艺组编辑、副组长及文艺部一编室主任，长江文艺出版社小说编辑室主任，总编辑、编审。武汉市第七届人民代表大会代表，湖北作家协会第四届理事，《当代作家》主编。1959年开始发表作品。1983年加入中国作家协会。
