| 棉麦借款 中华民国时期南京国民政府于1933年向美国举借的一笔债款。南京国民政府建立后，连年内战，财政入不敷出，除大量发行国内公债外，还竭力举借外债。1933年6月4日，财政部长宋子文自美国华盛顿电告国民政府，已与美国金融复兴公司签订《中美棉麦借款合同》，内规定贷款总额为美金5000万元( 合国币2亿元以上 ) ，以购买美国棉麦产品支付，其中棉花4000万美元，麦粉1000万美元，限由美国船只运华，年息五厘。该项借款事先未通过立法程序，合同签订后始由国民党中央政治委员会交立法院审议。6 月16日立法院全体委员会附条件通过。中国是年棉麦丰收，用量自给相差甚少，而大批美国棉麦输入，使国产棉麦的供销受到冲击，农民损失奇重。中国棉纺业厂商也因美棉价格过高，多持反对态度。至1934年3月，美棉运华数仅全额的1／7强 ，麦粉运华数仅2／5，而销售极为困难。国民政府于1934 年2月与美方修订合同，将棉花借款减为1000万美元，并将小麦借款购物期限由原订1934年3月1日止展期至7月31日止，面粉借款展期至12月31日止。 |
