【适度竞争原则】一般来说，资本主义国家经济学界或金融立法者向来推崇“自由竞争”或“完全竞争”。银行业的“完全竞争”应当是根据利润原则，新银行自由进人银行领域，进行充分的优胜劣汰。同时不应允许银行以各种形式积累巨大资本在业务上进行垄断。竞争之所以这样重要，在于它直接影响到银行的效率。通过竞争可以提高银行效率、改进服务质量、降低服务成本、降低放款利率，加快资金周转并防止个别银行牟取暴利。由于很多国家银行立法者对竞争这一因素的重视，因而在不少国家的银行立法中经常反映出促进和保护竞争的精神。 但在另一方面，西方银行立法者又在一定程度上制订政策或设计一种机制来限制银行业的过度竞争，这是由于对保障银行安全的考虑。因为银行的过度竞争是不少银行倒闭的重要原因之一。银行是国民经济的一个综合部门，它在业务上牵涉的面很广，一家银行的倒闭往往会引起连锁反应，有时甚至可能引起金融危机。因此，对于西方国家银行立法者来说，必须将银行界的竞争限制在有限的范围内，即在追求利润和效率的过度竞争和保障安全的限制竞争之间寻求一个适当的结合点。
