设计：在“基辅”级航母的基础上设计，但尺寸明显加大并做了许多改进。全通飞行甲板，斜角着陆甲板。采用了跳飞甲板取代了弹射器。武备非常强大，包括在飞行甲板上装了重型反舰导弹和垂直发射的舰空导弹。搭载海军型的常规起降战斗机和攻击机以及直升机。但据报道航空设计水平不足。由于采用了“基辅”级相同的主机，问题较多。
