日本最早的联机情报检索系统,简称JOIS,1973年由日本科技情报中心(JICST)建成。1961年开始用 JEIPAC 小型专用情报检索机对金属工艺文献作追溯检索实验研究。1967年租用FACOM230-50 通用计算机进行《文献速报》的编辑和检索服务。1973年又改租HITAC8450 计算机开展联机检索试验并开始提供文献检索磁带。1976年4月建成联机情报检索系统，简称JOIS-Ⅰ。当时采用专用线路，在东京、大阪和名古屋3个分中心,以及钢铁技术情报中心、化学情报协会等单位设置检索终端，提供JICST、CA condensates和MEDLARS的数据库服务。接着又在东京、大阪、 名古屋、 广岛、筑波、仙台、札幌、福冈、富士、高松等10个城市设置了JOIS网络结点，租用日本电信电话公司专用线将它们与东京相连，结点通过市话线与终端连接。JOIS-Ⅰ 系统经过改造，于1981年 4 月升级为JOIS-Ⅱ系统。另外该中心于1979年4 月开始汉字联机系统(JOISK)的开发,利用专用汉字终端可进行JICST数据库和日本研究情报数据库(CLEARING )的联机检索服务。
为了适应国内外用户对情报日益高涨的需要，1990年 1月建成JOIS－Ⅲ系统。该系统在检索功能、数据库数量和处理数据的速度方面均有了很大提高，实质上是JOIS－Ⅱ系统的一次升级，此外，在JOIS－Ⅲ系统中增设了书目数据库、自然语言－控制语言词典和英日－日英对照词典等；增建了汉字假名转换和日语关键词自动抽出系统。该系统提供的数据库如下表所示。
为了开展联机检索业务,该系统使用 3种终端:①公用线路英文假名终端 (300波特／秒)；②公用线路汉字终端(300波特/秒)；③专用线路英文假名终端和汉字终端 (各为2400波特/秒)。专用线路终端服务的主要是日本科学技术情报中心各分所、专业情报中心和地区中心。一般合同用户的检索通过公用电话线与全国10个JOIS结点连通。非合同用户可以用设在各分所、业务委托机构、专业中心的专用线路终端进行检索。对于文献数据库可以利用关键词、作者( 研究人员 )名、分类号、机构名、资料号、题目中的词等进行检索，可以联机或脱机输出检索结果。
