As a means of support to education and enlightenment of common people,Zhang Yuanji originally set up such libraries as Tongyi Study Hall,Hanfen Building and Oriental Library,and later helped his students start Hezhong Library.
为了"扶助教育""开启民智",张元济以敢为人先的精神,创立了通艺学堂图书馆、涵芬楼和东方图书馆,后又协助其学生创建了合众图书馆,使图书从私家藏阅成为开放借阅的资源,因此说,他是中国公共图书馆建设的先驱之一。

中国东北地区历史档案馆。1960年 7月经国家档案局批准成立, 馆址辽宁省沈阳市。1969年撤销。馆藏档案系伪满洲国旧记整理处1937年从东北各省、市、县收集所得，原由沈阳故宫,后由东北图书馆(即今辽宁省图书馆)代管。计有239个全宗,2180483卷。主要成分有唐代残档 6件，明代辽东都司、山东备倭都司和兵部档案1080卷,清代天命至宣统年间(1616～1911) 的实录、圣训、玉牒、制诰敕谕及黑图档等，民国时期从1911年至1931年九一八事变止东北各省级机关及所辖道、府、厅、州、县机关的档案等。东北档案馆撤销后，这些档案分别移交给东北三省的省档案馆，其中辽宁省档案馆保存1144314卷,吉林省档案馆保存618588卷，黑龙江省档案馆保存417581卷。
