| 人事制度 personnel system 关于用人以治事的行动准则、办事规程和管理体制的总和。广义的人事制度包括工作人员的选拔、录用、培训、工资、福利、监督、退休与抚恤等各项具体制度。狭义的人事制度指国家公务人员的任用、管理制度。人事制度是国家政治制度的一个重要组成部分，属于上层建筑范畴，由经济基础决定并为经济基础服务。西方国家一般称为文官制度，中国古代称为官吏制度，中华人民共和国建立后称为人事制度，又称干部制度。它是马克思主义关于国家政权建设、组织建设的理论同中国革命和建设实际相结合的产物。其基本原则是：党管干部的原则，民主集中制的原则，计划指导统筹安排的原则，任人唯贤、合理使用、用其所长的原则。其发展分为3个阶段：①中华人民共和国建立初～1966年5月文化大革命开始。从中央到地方，各级各部门都建立了人事管理机构，形成了吸收录用、调配任免、军队转业干部安置、大中专毕业生分配派遣以及工资福利、退休退职等制度，制订了一些成文的人事法规，奠定了中国人事制度初步的基础。②1966年5月～1976年10月文化大革命期间的10年。各级人事管理机构被冲垮，人事管理十分混乱，人事制度遭到严重破坏。③1976年10月以后，特别是1978年12月中共十一届三中全会以后，随着马克思主义思想路线、政治路线、组织路线的重新确立，人事管理机构得以恢复，人事管理工作逐渐正常，人事制度在经济改革的带动下开始改革，向科学化、法制化、现代化的方向发展。 |
