co lg(泪zhiliang guanli采购质，管理(p二hasing quallty nlall叫笋meni)为使采购质量达到规定要求所进行的计划、组织、协调、控制等活动的总称。采购是有选择的购买活动，是供需之间的交易行为，属于商品流通范畴。采购对象包括产品和服务。采购质量包括采购品本身的质量和采购工作的质量。采购质量管理在组织(企业)的质量管理中占有重要地位。 意义任何组织要维持自身的正常运转，都需要由外界提供必须的产品和服务，这就必然要进行采购。对于工业企业而言，主要是采购原材料、燃料、辅助材料、外购件、协作件等物资。同时，包括委托的服务，如试验、校准和转包加工等。这些采购品有的构成本企业产品的实体，有的是产品生产过程不可缺少的重要条件，其质量的优劣，直接影响最终产品质量，没有优质的原材料和零部件，就不可能生产出优质的产品。此外，采购质量对降低产品成本，及时、齐备地组织物资供应，保障生产过程顺利进行等方面，都具有重要意义。因此，在150灾以】系列标准中，采购是质量体系要素之一，也是质童环的重要组成部分。 内容采购质量管理的内容非常丰富。采购质量包括采购品本身的质量和采购工作质量。前者是指采购品满足明确和隐含需要的能力的特性总和，如性能、实用性、可信性(可用性、可靠性、维修性)、安全性、环境要求等，后者是指采购工作的经济性(购人价格、采购批t、采购成本)、时间性(采购时间、采购间隔、交货时间分布)、适应性(采购品的齐备性、配套性、规格品种符合性)等。采购质量管理的重点是:采购品自身的质t管理;采购成本管理;采购时间管理;采购数量管理。措施为加强采购质量管理应采取以下综合措施:①强化采购职能机构，明确职责和权限，实行物资归口管理，集中统一采购;②建立一支精干、得力、高素质的采购员队伍，作好采购员的选拔、聘用、培训、考核等项工作;③制定科学的采购计划并认真执行，必要时可进行调整;④对供货厂商进行合格评定，保证全部向合格供方采购产品，并建立合格供方档案;⑤准备齐全、正确的采购资料，经主管人员审批后送达供货厂商;⑥按照《中华人民共和国经济合同法》的要求与供方签订采购合同，并切实履行;⑦安排好采购品的验证和进货检验;⑧对大批量、重要物资的采购可采用招标采购等。(李振阵宝田)
