| 档案馆 archives 集中、永久保管档案并提供档案为社会服务的科学文化事业机构。世界上最早出现的这种机构是1790年9月成立的法国国家档案馆。 现代档案馆已成为社会信息的重要部门之一。 档案馆的基本职能是把档案作为国家文化遗产进行收集和保管，并提供档案为社会各方面服务。其主要任务是：①负责接收和征集具有科学历史价值和长远查考价值的档案 、资料，不断积累和科学管理档案，保证档案的完整与安全；②对馆藏档案、资料进行登记和整理编目，编制、出版各种检索工具和档案馆指南，开辟阅览室，为利用者提供查阅档案的方便条件； ③ 举办档案陈列展览，出版档案专业刊物，公布档案文件，对社会公众进行宣传教育；④编辑、出版档案史料和各种参考资料，进行档案史料研究。 档案馆依其不同国家的社会政治制度、结构形式和收藏档案范围与内容形式的不同特点，大体可划分为以下几种主要类型：①按照国家行政区划分别设置中央和地方各级综合性国家档案馆；②按照一定历史断代设置中央或地方历史档案馆；③按照国家某些专业或专业部门的特殊需要，设置国家专业档案馆或部门档案馆；④按照某些档案的特殊载体设置专门档案馆。档案馆的设置在不同国家均有所区别，多数国家在中央设立综合性国家档案馆和外交、国防等部门档案馆，在地方设省、州、市、县（区）档案馆；有些国家同时设立国家或地方历史档案馆，在资本主义国家，还有各种私有企业档案馆、家族档案馆、教会档案馆等。某些国家还设置有半公共性（即由私人和国家联合管理、或由国家资助）的档案馆。 中国的档案馆是在中华人民共和国建立后，根据集中统一管理原则逐步建立和发展起来的 。其主要类型有：①国家综合档案馆，如中央档案馆、中国第一历史档案馆、中国第二历史档案馆，以及省、市、县等地方各级档案馆；②国家专门档案馆 ， 如中国人民解放军档案馆、城市建设档案馆；③部门档案馆，如外交部档案馆、广播电影电视部所属的中国电影资料馆等；④在大型企业、事业单位设置有企业、事业档案馆。截至1992年底，中国已建立各级各类档案馆3585个，初步形成了具有中国特色的档案馆网。根据《中华人民共和国档案法》规定，各级、各类档案馆应当为档案的利用创造条件， 简化手续，提供方便。国家档案馆保管的档案，一般应当自形成之日起满30年向社会开放。 |
